The screws, they tighten on Pakistan’s military establishment

Washington is negotiating by other methods

So the Obama administration has announced that it has suspended $800m in aid to the Pakistani military establishment, amounting to around a third of the annual outlay. This is a bold departure from the traditional throw-more-money-at-the-problem approach that has not quite worked for the United States, Pakistan or other countries affected by the depredations of the military-jihadi complex. It does not yet, however, amount to a decision to cut Pakistan loose. (As I advocated in a recent WSJ op-ed).

Husain Haqqani, Pakistan’s ambassador to the United States, is right when he says a “pause” is not quite the same as “aid cut-off.” In recent weeks, Washington has ratcheted up the pressure on the Pakistani military establishment. (See this post). Cutting off military aid marks a further turning of the knob, albeit a much bigger one. Why? To make the Pakistani military more amenable to doing what Washington wants it to, and what since even before Osama bin Laden’s killing, General Ashfaq Kayani was refusing to do. What might these be? Taking down al-Qaeda linked taliban groups that Pakistan shelters on its soil, permitting US counter-terrorism operations in Pakistan and ensuring that Pakistan’s Afghan proxies do not disrupt a settlement in Kabul.

These are limited objectives. It is premature to conclude that the Obama administration has decided to break with its ally (the Pakistani military establishment), or even to make the rebalancing of civil-military relations a policy goal.

Even so, Washington’s move will have the effect of strengthening the civilian, anti-military political establishment, not least because the country’s elite will see that the all-powerful generals do not have the US behind them. This can galvanise greater opposition to the army although an open revolt is nowhere on the cards. It is unfortunate that at a time when the military establishment is at its weakest, the main political parties are fighting internecine battles. Given the ISI’s history of manipulating the country’s political parties, the eruption of conflict among Pakistan People’s Party, Pakistan Muslim League-Nawaz Sharif, Muttahida Quami Movement and Awami National Party might not be a mere coincidence.

As the US reduces its troop levels in Afghanistan and its dependence of Pakistan to provide supply routes, it becomes less beholden to the Pakistani military establishment. Unless Pakistan manages get China and Saudi Arabia to intervene on its behalf, the Obama administration can continue to mount pressure on General Kayani & Co.

The risk now is of the military establishment attempting out-of-the-box solutions to get out of the box.

An initial assessment of Barack Obama’s move to begin withdrawal of US troops from Afghanistan

Barack Obama has delivered on the commitment to begin the withdrawal of US forces from Afghanistan this year. While the implications of this move will be analysed in the subsequent days, weeks, months and years, let’s take a quick look at the crux of Mr Obama’s speech:

The goal that we seek is achievable, and can be expressed simply: no safe-haven from which al Qaeda or its affiliates can launch attacks against our homeland, or our allies. We will not try to make Afghanistan a perfect place. We will not police its streets or patrol its mountains indefinitely. That is the responsibility of the Afghan government, which must step up its ability to protect its people; and move from an economy shaped by war to one that can sustain a lasting peace. What we can do, and will do, is build a partnership with the Afghan people that endures – one that ensures that we will be able to continue targeting terrorists and supporting a sovereign Afghan government.

Of course, our efforts must also address terrorist safe-havens in Pakistan. No country is more endangered by the presence of violent extremists, which is why we will continue to press Pakistan to expand its participation in securing a more peaceful future for this war-torn region. We will work with the Pakistani government to root out the cancer of violent extremism, and we will insist that it keep its commitments. For there should be no doubt that so long as I am President, the United States will never tolerate a safe-haven for those who aim to kill us: they cannot elude us, nor escape the justice they deserve.[WP]

The United States has further reduced its goals in Afghanistan to the most parsimonious: limited to preventing terrorist and other attacks against the United States and its unnamed allies. At the same time, it has shifted the focus more to the East, to Pakistan.

The withdrawal is likely to be stretched over time linked to political developments in Afghanistan. However, even if the withdrawal is precipitous,the United States will retain its offensive strike capabilities—think drones and special forces—in the region. In fact, these might even be scaled up as a counter to the ‘weakness’ created by lowering the number of combat troops in Afghanistan. These capabilities will both provide teeth to US diplomacy as well as allow it to place limits on the military-jihadi complex’s ability to escalate militant violence. The question for New Delhi is whether Washington will define these limits in such a way as to prevent terrorist and militant attacks on India, or will it see the latter as a necessary price to protect itself?

Mr Obama’s calculation might work. He is, though, betting that US drone attacks and special forces operations will be possible and sufficient should Afghanistan’s political dynamic decisively swing towards surrogates of the Pakistani military-jihadi complex or radical Islamists of the al-Qaeda variety. Mr Obama has either accepted or ignored this risk, which informs the thinking of the US armed forces. The question then is: should the tide change towards the Taliban, during the process of withdrawal, will Mr Obama continue with the current course, or review the United States’ options?

What happens to the jihadi militants that are currently being engaged by US forces in Afghanistan? What will they do with their ‘free time’ once they have fewer Western troops to fight against? Demobilisation of radicalised, violent and effectively illiterate men is a challenge that receives less attention than it should. This may yet be the most important factor that undermines the success of Mr Obama’s calculations.

In many ways, transforming Afghanistan from a combat zone to a diplomatic war zone—with negotiations among the United States, the Afghan government, the Pakistani military establishment, Taliban forces and others—could be a positive for India. After all, New Delhi is much more comfortable, and arguably has many more options, in political games than military ones. Yet it is the only player without a strong stick. Also, given the UPA government’s domestic weaknesses, its ability to pursue a determined foreign policy course in Afghanistan is in some doubt.

Reconstructing Afghanistan’s natural balance

Why India must try to bring the United States, Iran and Russia together over Afghanistan

Imagine Afghanistan without extra-regional powers like the United States, NATO and others. Its stability would depend on the stability of the balance of power between Saudi Arabia, Iran, Russia, China, Pakistan and India. The external actors would broadly fall into two camps, based on the degree of convergence of their interests: China, Saudi Arabia and Pakistan in the red corner, and India, Iran and Russia in the blue. This was roughly the situation obtaining in Afghanistan in the second-half of the 1990s towards the end of which the red corner seized a dominant upper hand through the military success of Mullah Omar’s Taliban regime. After 9/11, the US and NATO stepped in and disrupted the natural geopolitical dynamics of the region.

Once external powers withdraw Afghanistan the natural geopolitics will again kick into action: with the China-Saudi-Pakistan triad seeking dominance over the landlocked country against the interests of India, Iran and Russia. The United States has the power to set the future trajectory by choosing sides. The tragedy of the last decade is the sheer inability or unwillingness (complicity or incompetence?) of the United States to appreciate the intrinsic geopolitics of the region. It would have done much better for itself and for Afghanistan if it had recognised how the fundamental interests of the region’s powers were stacked up, and aligned itself accordingly.

The single most important reason for this, perhaps, was the dysfunctional relationship between Iran. There still is no love lost between Washington and Tehran. Worse, even as China consolidates its alliance with Pakistan and Saudi Arabia, the United States seeks to split India and Iran. For its part, India has shown no appetite for bringing about a rapprochement between the United States and Tehran.

This must change, and 2011 has opened a window for India, Iran and the United States to attempt to increase co-operation over Afghanistan. Writing in the Washington Post, a well-connected Saudi commentator has declared a US-Saudi split. The Pakistani establishment is checking how much support it will receive from China before deciding how much to part ways with the United States. Before the killing of Osama bin Laden upset the scoreboard, General Kayani and Prime Minister Gilani had asked Hamid Karzai, Afghanistan’s president, to cut his links with the United States. In the current circumstances China doesn’t have to do anything bold: it just needs to wait.

In contrast, even after Abbottabad, the United States remains wedded to a failed strategy of pretending that the Pakistani military establishment is its ally. This only strengthens the position of the China-Saudi-Pakistan triad, and weakens its own. New Delhi is unlikely to be persuaded that it enjoys a genuinely strategic relationship with the United States as long as the latter continues to scaffold Pakistan. Tehran has many reasons to be opposed to the United States. A good part of that is ideological. What gets less attention is the fact that the realists in Tehran have reason to be wary of the United States because they see Washington as the protector of both Israel and, more importantly, the Sunni bloc consisting of Saudi Arabia and Pakistan. There are some differences between New Delhi and Tehran, but nothing that can’t be resolved if Washington were to change course. Russia enjoys good relations with both Iran and India, and is likely to prefer such a re-arrangement of relations.

If realism prevails in Washington, New Delhi and Tehran, their diplomats will be galvanised into working out how the three could co-operate, albeit in a limited context, over Afghanistan. It may be that nearly three decades of estrangement has left the tribal world of Washington policymaking with few advocates of making up with Iran. That’s why India has a role—it must muster up the imagination and diplomatic chutzpah to attempt this project.

It is frustrating to see resigned minds give up before even trying.

Now, there can be very little doubt over whether the Pakistani military leadership, Generals Ashfaq Kayani and Shuja Pasha were aware of Osama bin Laden’s location. The ISI is competent enough for this. Usually, top leaders have “plausible deniability”, they can claim that they didn’t know what their organisations were up to. In this case, General Kayani was ISI chief at the time bin Laden supposedly moved to Abbottabad. His denials are not plausible.

But what about the operation to get bin Laden? What role might the Pakistani military have played here? There can be many explanations. Let’s talk about the three most interesting ones:

One, it was, as the Obama Adm claims, carried out unilaterally by the United States, without informing the Pakistanis. Two, it was orchestrated by the Pakistani military establishment as a card in the endgame of the war in Afghanistan. Three, and it was an outcome of an ongoing power struggle among various sections of the Pakistani military-jihadi complex. Pax Indica: Why they killed bin Laden now

The military-jihadi complex is likely to grow stronger

In today’s Pax Indica column on Yahoo, I warn that India has at best two summers before cross-border militancy and terrorism rise again.

You might remember a Shekhar Suman gag on Zee TV’s Movers and Shakers several years ago: An angry George W Bush announces that the United States will bomb the place where Osama bin Laden is found to be hiding.

Hearing this, Vajpayee looks under his bed, pauses, and with a characteristic flick of his wrist says: “Thank God! He isn’t here!”

Over in Rawalpindi, General Musharraf looks under his bed, sighs in relief, and says: “Thank God! He is still here!”

Shekhar Suman, more than most Western analysts, got the plot right. Keeping Osama bin Laden out of Washington’s hands was vital in order to prevent having to publicly deal with revelations of how the Pakistani military-jihadi complex not only was connected with al-Qaeda, but might also have been involved in the conspiracy behind the 9/11 attacks. Because al-Afghanistan is now more valuable than al-Faida

According to television reports, Osama bin Laden has been killed by US forces at a mansion outside Islamabad Abbottabad. If this is true, it supports the long-held contention that Mr bin Laden was not hiding in a cave in the Hindu Kush, but rather, living it up in a safe house in a Pakistani city.

His death also means that the Pakistani military-jihadi complex gave him up. This will allow Barack Obama to declare victory and pull US troops out of Afghanistan and Pakistan. The Pakistani army can then orchestrate an post-US dispensation wherein its proxies first share power with the Karzai regime. And then, sometime in the near future, take over power.

That’s how the Pakistani military-jihadi complex would like it to play out. They’ve played the Osama card rather well. They got their al-Faida. Now they want their al-Afghanistan.

In the world of realpolitik, the United States is unlikely punish Pakistan for the decade of duplicity, subterfuge and violence that consumed innumerable lives and astounding amounts of money. Rather, it is more likely to want to leave with a dispensation in Afghanistan that provides plausible reassurances of not playing host to terrorists targeting the United States. It will try to make these reassurances credible by ensuring anti-Taliban anti-Pakistan elements remain powerful within the Afghan establishment. It will perhaps retain covert action capability to back this up with direct action. That said, it will accede to Pakistani demands for a role for its proxies and pro-Pakistan elements to acquire some power.

Indian strategists and analysts would do well to dust-off their memories, records and papers from the early 1990s. It is not question of if, but when, the Pakistani military-jihadi complex will redirect its attention towards India. The singular challenge for India is to prevent a relapse of the 1990s.

Update [2 May, 1724 IST]: According to a subsequent briefing by senior US government officials, the operation to kill Osama bin Laden was carried out without the knowledge and support of Pakistani agencies. If this is true, the Osama card was not played by the Pakistani military establishment, but rather, snatched from their hand by the United States. Even so, the implications, in terms of US withdrawal plans and the future of Afghanistan, remain the same.

The US-Pakistan relationship is fraying but not yet broken

So the New York Times reports that “it is increasingly apparent that (the United States and Pakistan) have differing, even irreconcilable, aims in Afghanistan.”

With the Afghan endgame looming, suspicion is overwhelming faint cooperation between the United States and Pakistan, as each side seeks to secure its interests, increase its leverage to obtain them, and even cut out the other if need be, American and Pakistani officials say.

No one in Pakistan or in Washington now speaks of returning to the strategic alliance made by President George W. Bush and Gen. Pervez Musharraf immediately after the Sept. 11 attacks, when the primary goal was to operate joint intelligence efforts to capture operatives of Al Qaeda. Military officials from both sides say that arrangement was never bound to be a longstanding affair.

“There was never a level of trust,” said a former American military official who served in a senior position in Pakistan. “I’m convinced now they don’t want our help.” [NYT]

We have long been of the view that this is bound to happen.

Sooner or later, the Obama administration will come to realise that it has no way to make the Pakistani military establishment seriously fight and defeat the jihadi groups, which includes the Taliban, al-Qaeda and outfits like the Lashkar-e-Taiba. When that moment comes, Barack Obama will need to choose between direct confrontation with the Pakistani military-jihadi complex and colossal strategic defeat…[Mint/The Acorn]

We had argued that it was in India’s interests to force such a reckoning sooner rather than later. In the event, India acted neither to accelerate nor decelerate this process, things took their course, and the moment of truth is now much closer than it was when the Obama administration took office. Yet, the United States has an enormous interest in ensuring that the breakup doesn’t happen, and if it does, happens without violence or an emotional breakdown. The military-jihadi complex in Pakistan has created a public atmosphere in Pakistan where General Kayani will be feted if a breakdown were to occur. Washington too is aware of this.

All is is part of a broader negotiating game. If the Pakistanis take you to the edge of a cliff its because they are relatively more comfortable bargaining from there.

Chidanand Rajghatta’s report in the Times of India on the Pakistan’s fast growing nuclear arsenal quotes me:

Some analysts scoffed at reports of expanding Pakistani nuclear arsenal, which has been making the rounds since Lavoie’s assertion, suggesting it was aimed at extracting a nuclear deal for Pakistan similar to the one India has arrived at with the U.S and the international nuclear club.

“If Pakistan is stockpiling nukes, it’s the west that needs to be scared. India cannot be scared more than it has been since 1985 (when Pakistan first weaponized),” said Nitin Pai, who edits Pragati, the Indian National Interest Review, and is a Fellow at the Takshashila Institution. “We stopped counting after Pakistan’s first one.” Most Indian analysts believe Washington has generally winked at Pakistan’s egregious nuclear build-up because of other strategic concerns.

The United States, which according to these critics indirectly funds and underwrites Pakistan’s nuclear weapons program (because the country generates no revenues beyond its bare survival) continues to be blasé in public about Islamabad’s growing arsenal, even though it is coming at the expense of a proposed international treaty to stop production of fissile material. Pakistan has blocked progress on the so-called Fissile Material Cut-Off Treaty in Geneva and remains the lone hold-out, despite living on American hand-outs, as it accelerates expansion of its arsenal. Afghan literature has always expressed love for all communities – i.e., Pakhtuns, Tajiks, Hazaras and Uzbeks alike. If Iraq, with equally distinct and strong linguistic and sectarian divisions, could not be divided, Afghanistan is least expected to go that way. Indian journalist Nitin Pai has recently said that “despite ethnic heterogeneity, foreign invasions, the rise of Islamic fundamentalism and the contemporary weakness of the Afghan state, the people of Afghanistan have a strong sense of nationhood. So, while partitioning the country might have its attractions for geopolitical strategists, it is unlikely that the Afghan people will countenance such a project.” [The News]

Bruce Riedel’s underwhelming new book

It doesn’t tell us any more than we already know

It is hard to see what Bruce Riedel’s new book “Deadly Embrace: Pakistan, America and the Future of Global Jihad” seeks to do.

It covers the history of the United States’ relationship with Pakistan from Partition onwards, but is too brief and too shallow to provide a good picture. Dennis Kux and Howard Schaffer deal with this in much greater detail. As an analysis of Pakistani politics and civil-military relations, it is a subset of Stephen P Cohen’s excellent book. As a narrative of the creation and growth of the military-jihadi complex, it is supered by Ahmed Rashid and Hussain Haqqani, who go much deeper. Finally, as an account of the Obama administration’s handling of the war in Afghanistan-Pakistan, it has little to add to Bob Woodward’s book published last year.

Coming from one of the most astute analysts of Pakistan, and from someone who was “in the room” during important moments in contemporary history, the book is a disappointment. Mr Riedel could well have cited Kux, Schaffer, Cohen & Rashid as references in his introductory chapter and gone on to provide us with a deeper, broader analysis of Pakistan’s current situation and fleshed out the possible directions it may take in the future. Yet, we are left with just one single chapter on the implications of one single—what he calls “possible (but not probable)”—outcome: the implications of a jihadist state in Pakistan. That begs the question: what about the probable outcomes? Shouldn’t the book be discussing those in detail?

Perhaps because he is still too close to the policy-making in Washington, Mr Riedel uses statements like “the United States currently has better relations with both India and Pakistan than any other time in the past several decades”. This, after he lays out in great detail how deeply unpopular the United States is in Pakistan (not least because of Washington’s improved relations with India), how the Pakistani military is at loggerheads with its US counterpart, and after mentioning incidents like the suicide attack on the CIA base in Khost. Let’s hope Mr Riedel was merely being diplomatic and politically correct, because the alternative is unflattering.

The disappointment deepens when you see the author accepting the trite argument that Pakistan’s insecurities vis-a-vis India will be assuaged if there is a settlement of the Kashmir dispute, even on Pakistan’s own terms. A person who correctly sees a hasty US withdrawal from Afghanistan as a victory for al-Qaeda’s global jihad somehow fails to consider the geopolitical implications of India yielding to Pakistan’s military-jihadi blackmail. To be fair, Mr Riedel recommends nothing more than what was agreed in India-Pakistan back channel talks, but even so, the premise that Pakistan will pose less of a threat to international security if only India were to make some concessions takes the heat off the protagonists—Pakistan and its scaffold states. And no, privately nudging the Indian leadership to pursue dialogue with Pakistan is unlikely to be any more effective than doing so publicly.

What is the book’s big prescription for Pakistan? The combination of carrots (Kerry-Lugar long-term aid) and sticks (drone attacks and suchlike) that are currently employed by the Obama administration. There is very little by way of identification and evaluation of other options. This might, again, be due to the fact the Mr Riedel was recently a part of, and still very close to, the ongoing deadly embrace. By that token, this book might have come too early.

Some bollocks

What is that they are smoking at the Washington Institute for Near East Policy

Yesterday, it was David Pollock’s turn to make an incredible argument: that Pakistan won’t stop supporting the Afghan Taliban and other jihadis unless the US “accommodates” its interests in Afghanistan. In short, according to Mr Pollock, that means pushing the Indians out and sending Afghan officials to Pakistan for training.

It’s unclear what expertise Mr Pollock has over Afghanistan & Pakistan, but you would have thought that people in Washington are aware of the events of the 1990s. Afghanistan came to host a number of international jihadi groups, in addition to Osama bin Laden and al-Qaeda, because Pakistani interests were accommodated in the manner he suggests. We know how that turned out for the United States, India and for Afghanistan.

You would have also thought that people in Washington are aware of what many Afghans think of Pakistan. Sending Afghan security personnel to Pakistan (instead of India) for training might sound like a good idea, until you hear Afghan men and women tell you exactly what they feel about Pakistan. According to a survey conducted by ABC News, ‘BBC’ and others, 81% of Afghans had unfavourable views of Pakistan, 73% felt that it is playing a negative role in Afghanistan. Maybe, just maybe, Mr Pollock should worry about accommodating their wishes and interests.

It is no one’s argument that Pakistan should be stopped from promoting its interests in Afghanistan or anywhere else. The main problem is Pakistan’s use of jihadi terrorism and Islamist extremism as instruments of state policy. There is nothing to suggest that appeasing the Pakistani military-jihadi complex will miraculously cause it to abandon its long-standing strategy. On the contrary, just like what happened after the Soviet withdrawal from Afghanistan in the late 1980s, an emboldened military-jihadi complex will just get more ambitious.
