How India’s Afghanistan policy might shape up

Suryatapa Bhattarcharya sought my views on Hamid Karzai’s visit to India for his report that appears in today’s edition of The National.

Here is the full version of the Q&A.

What is it that Karzai is seeking from India when we talk about military aid?

What Karzai wants is for other powers to fill the power vacuum that will be created after US troops withdraw. Part of this will be filled by internal realignments—as anti-Taliban forces are likely to coalesce as they did in the 1990—and part of this will have to be filled by external powers.

Karzai’s trip to India is towards both these ends: to get India to use its political and diplomatic capital to shape a modern, liberal, democratic dispensation in Afghanistan; and possibly to employ military power as well.

You have mentioned that it would be better to send Indian troops to Afghanistan (correct me if I wrong) but what sort of implications can that have?

The primary risk to India is a replay of the early 1990s, when militant alumni from the Afghan war were directed towards Jammu & Kashmir by the Pakistani military establishment. Today we still face that question: where do these fighters go? Tens of thousands of Taliban militants and hundreds of thousands of Pakistani militants pose a risk to their home countries as well as to the external world.

If there is a possibility of a 1990s-like situation recurring, India should not hesitate to deploy the necessary military assets to counter the threat. It also makes sense to use a judicious combination of intelligence and security operations to prevent such a threat from materialising.

Karzai is seeking military support as NATO troops pull out. Are they seeking more support for their military institutions in Afghanistan or looking for more support vis a vis the deal signed between India and Afghanistan in 2011?

The situation is still in a state of flux, regardless of what Karzai is asking for at this time. There is no doubt that Afghan army, intelligence and security forces need technical assistance and training. The entire Afghan state apparatus needs capacity-building.

We must see India’s role in Afghanistan as a comprehensive support for the Afghan state. This is consistent with India’s policy over the last decade — alone among international actors, India has chosen to work through the Afghan government.

The question is, of course, whether all this will survive without hard military support. Let’s not underestimate the Afghans—with a supportive external environment they can protect their country.

How does this affect India’s relationship with Pakistan, given the recent troubles Afghanistan has had with Pakistan over border issues?

It’s a balancing act. It’s one that New Delhi is capable of managing.

The implications of Barack Obama’s policy shift in Afghanistan and Pakistan

Barack Obama has executed a very smart policy change—he has effectively dehyphenated Af-Pak by extricating the United States from the long-running Afghan civil war and focusing Washington’s attention on Pakistan. The United States will put in a genuine effort to mitigate the risk of a Taliban take-over in Afghanistan but will essentially leave Afghans to fight out their own affairs. It will, instead, maintain a security presence in the region tasked with keeping military pressure on jihadi militants that pose a threat to its own security.

What does this imply?

First, as far as the United States is concerned, not only Hamid Karzai but the post-2002 Afghan state is dispensable. If the Afghan state cannot secure itself against Taliban revolutionaries or other factions that seek to destroy it, Washington will not be concerned beyond a point. This message, as we will see, has (predictable) consequences.

Second, although the United States will withdraw its troops in 2014, it is not in a form that the Pakistani military-jihadi complex expected. Pakistani generals had long assumed that US withdrawal from Afghanistan automatically implied that they could take over the place the next day through a combination of Mullah Omar, Gulbuddin Hekmatyar and the Haqqanis. They had also assumed that they held the cards because international forces depended on their goodwill to make a face-saving exit. President Obama has delivered the Pakistani generals a nasty surprise—the residual US presence on the Afghan side of the Durand Line and drone strikes on Pakistani soil will calibrate how much Pakistan can influence the security and stability of Afghanistan. We have not reached the point yet, but it may well be that international forces need not rely on Pakistani routes on their way out.

Third, as a consequence of Washington extricating itself from Afghanistan, we are bound to see political factions emerge around tribal and ethnic lines, fighting and allying among themselves and seeking external support. This process will strengthen if the Taliban were either to take or share power. Let’s not forget that the mujahideen separated into factions after the Soviets left in 1989 and fought each other. Let’s also not forget that there was no ‘Northern Alliance’ before the Taliban became a dominant political force. So just because there isn’t visible opposition to the Taliban today, it doesn’t follow that there won’t be one if they come to power. Just because Messrs Omar, Hekmatyar and Haqqani are Pakistan’s proxies today, it doesn’t follow that they won’t reach for each others’ throats tomorrow. Of course this means “civil war”, if only because the Afghan civil war has been ongoing for a couple of decades now.

Fourth, if and when the “civil war” does take place, the United States will become the swing power between the China-Pakistan-Saudi and the India-Russia-Iran alignments. It has so far been engaged in the self-weakening business of preventing India, Russia and Iran from cooperating over Afghanistan. Washington will have to decide which side it intends to back. The smart thing for it to do would be to back neither permanently, rather to back them selectively, while retaining for itself the power and influence that comes from its role as the balancer. For this, though, it will need to have better relations with each of these alignments than they have with each other. Therefore, its ability to swing will depend on whether it can get over its Iran dogma and work out a modus vivendi, at least in Afghanistan.

Fifth, if Pakistan need not keep appearances of being an ally in the war on terror, the military establishment might well prefer to install in power a regime that it is to its liking. To the extent that Pakistani army’s needs for an ‘acceptable civilian face’ to extract money from the United States is diminished, Imran Khan’s—and Hafiz Saeed’s—political fortunes are set to improve.

Finally, India will need to remain open to support political factions in Afghanistan that seek it, even while robustly backing the legitimate leadership of the Afghan state. The most important risk to India’s national security comes from the spillover of veteran Afghan militants. In the early 1990s, Pakistan solved two problems at one go by diverting the surplus militant manpower to Jammu & Kashmir. Given that it has been unable to even begin address the problem of deradicalising its militant manpower base, its leaders—both military and civilian—will be tempted to do the same now. The longer these militants have reason to fight in Afghanistan and in Pakistan, the better it is for India. This should be one of New Delhi’s policy goals.

Calculating Pakistan’s Al Faida income

The military establishment seeks more rent

Pakistan, the United States and NATO are currently engaged in negotiations over a transit fee for the route from Karachi to the Afghan border. Pakistan has demanded $5000 per container (in either direction) although other reports suggest that it would seek a ‘nominal fee’ of around $1800. It is important to note that these are over and above what Pakistan has already been making from the container traffic.

Here’s a conservative estimate of how much the Pakistan makes from permitting US and NATO troops transit routes from Karachi to the Afghanistan border. Between 2005 and June 2010, Pakistani military and civilian government entities made $290 million (Update: At least $360 million, including toll revenues—see details below], or a little over $1000 per container, from allowing US and NATO transit to Afghanistan. The military establishment’s share of this is just over half, all of it in terms of pure rent or, as we like to call it “Al Faida”. The civilian government’s share came from taxes and through port charges.

An earlier post, from February 2009, has another estimate of the takings. Those figures are higher than these because they involve a different period and perhaps a different count of the number of containers. In the present analysis, the number of containers is taken from a report on the ISAF container scam by the Pakistani government’s Federal Tax Ombudsman, from January 2011. That report provides some interesting details about the political economy of the transit business—how a lot of people make lot of shady money. Also, it notes that 3544 US/ISAF containers are ‘missing’.

Update: According to Gen William Fraser, US Transcom commander, more than 35,000 containers were delivered through Pakistan in 2011. This would give the Pakistani military establishment $18.375 million in rent and an income of $17.5 million for the civilian government entities for the year.

If the US/ISAF traffic is in the range of 600 trucks per day, then Pakistan will earn around $129 million in 2012, of which the military establishment will pocket $66 million. Note that this excludes the transit fee/tax that is under negotiation.

Update (May 23, 2012): A senior Pakistani government official has testified to the Public Accounts Committee that the Pakistani army’s construction wing, the Frontier Works Organisation, has occupied all toll plazas along the route, and pocketed all the Rs 6.5 billion in toll revenues. That’s around $71 million at the current exchange rate, but higher given that the Pakistani rupee has been depreciating over the last few years.

Now China wants to divide up the sea

Maritime territorialism is a bad idea—but it might signal something worse

Rory Medcalf, over at the Lowy Interpreter flags a very important issue (via NRA). He draws attention to a media report that suggests China is considering maritime territorialism in the Gulf of Aden where navies from as many as 40 countries are engaged in anti-piracy operations. Not only that, but in what appears to be another manifestation of the kind of thinking that made a Chinese admiral recently offer to divide up the world’s oceans with his US counterpart, China is discussing this with Russia, Japan, EU and NATO. Mr Medcalf writes:

I very much doubt that other powers would accept such a move—and nor should they—because it would suggest that China is not really willing to engage in serious coordination, cooperation or transparency at sea. Carving up national maritime zones in the Indian Ocean would both reflect and worsen mistrust. It implies the failure of multilateralism, not its success. The Cold War was all about zones, spheres, sectors: think occupied Berlin. And what would happen if ships from one country strayed into another’s chosen sector?

We also need to wonder how accurate is the article’s assertion that ‘the prospect of each country being given responsibility for a certain area of ocean’ is being welcomed by the shipping industry.

Second, it was intriguing that India received no mention in the article as one of the countries that China needs or wants to coordinate with in the Indian Ocean.[Lowy Interpreter]

The first thing to note here is that such territorialism doesn’t make much sense given the vast expanse of the world’s oceans—or even the Gulf of Aden—compared to the number of ships that the world’s navies have. There is thus a very strong case for naval co-operation and co-ordination against maritime threats. It is inconceivable that Chinese maritime strategists are unaware of this.

So why is China floating what appears to be a foolish idea? Look at the countries mentioned in the media report—Russia, Japan, EU and NATO. What is common to them is that they—like China itself—are outside the Indian Ocean region. Furthermore, China has not been admitted to the Indian Ocean Naval Symposium (IONS), a new platform for the navies of Indian Ocean littoral states. Beijing might be attempting to force its way into IONS by raising the bogey of an alternative organisation of extra-regional powers. (India’s unwillingness to admit China into IONS is par for the course, as China routinely attempts to keep India and the United States out of East Asian groupings)

But that is only a charitable explanation. China might be trying to gain exclusive control of key international waterways—an intention that is all the more disturbing given the rapid expansion of the PLA Navy’s capacity.

In any event, India must strengthen not only its naval operations in Indian Ocean theatres like the Gulf of Aden—something that we have been stressing for long—but also deepen maritime co-operation with the navies of the United States, Australia, Japan and Indonesia.

The roots of Obama’s Af-Pak predicament

US power is bound to decline if it continues to rely on a trans-Atlantic alliance

Henry Kissinger injects a strong dose of strategic wisdom into the squabbly-wobble that is being passed off as an Afghanistan policy review on by the Obama adminstration.

Concurrently, a serious diplomatic effort is needed to address the major anomaly of the Afghan war. In all previous American ground-combat efforts, once the decision was taken, there was no alternative to America’s leading the effort; no other country had the combination of resources or national interest required. The special aspect of Afghanistan is that it has powerful neighbors or near neighbors—Pakistan, India, China, Russia, Iran. Each is threatened in one way or another and, in many respects, more than we are by the emergence of a base for international terrorism…Each has substantial capacities for defending its interests. Each has chosen, so far, to stand more or less aloof.

The summit of neighboring (or near-neighboring) countries proposed by the secretary of state could, together with NATO allies, begin to deal with this anomaly. It should seek an international commitment to an enforced nonterrorist Afghanistan, much as countries were neutralized by international agreement when Europe dominated world affairs…If cooperation cannot be achieved, the United States may have no choice but to reconsider its options and to gear its role in Afghanistan to goals directly relevant to threats to American security. In that eventuality, it will do so not as an abdication but as a strategic judgment. But it is premature to reach such a conclusion on present evidence. [Newsweek, emphasis added]

Dr Kissinger highlights one manifestation of the broader issue: across the world, the United States is attempting to solve twenty-first century problems relying on a twentieth-century alliance of nineteenth-century powers.

The Atlantic alliance—between the United States and Western Europe—might have been useful (see tailpiece) to deal with the mainly Europe-centric conflicts (the two ‘world wars’ and the Cold War) of the last century, but it has proved to be rather useless in addressing the emerging security challenges of this century: the rise of China, the growth of international jihadi terrorism, nuclear proliferation and environmental/natural disasters.

Accusations of an arrogant Washington apart, it is also true that the European states were more interested in showing their flag in Afghanistan than to actually do the fighting. Unwilling to take casualties towards a cause they see as remote, Europe has been looking for a flight out of Afghanistan for a good part of the last eight years. Moreover European states have a vastly different strategic perspective as far as jihadi terrorism goes—they have the luxury of believing that by appeasing them at home, they can escape being targeted.

The Obama administration would do well to heed Dr Kissinger’s advice. One reason Washington’s Af-Pak strategy is in such a rut is because it has neglected exploring options that would leverage the interests of Afghanistan-Pakistan’s neighbours. As long as it tries what is effectively a unilateral route (the European & international component of the coalition being negligible) the United States will find its policy options restricted to withdrawal, attrition or escalation. A new partnership—that weaves regional powers into a co-operative framework—would change the rules of the game. If it is an extraordinary challenge, then in Richard Holbrooke, Mr Obama has the extraordinary man to handle it.

Al Faida – how Pakistan milks the US and NATO

NATO’s supply route through Pakistan is a gravy train for the military establishment…and the Taliban

Western troops fighting in Afghanistan depend on the Karachi-Khyber-Kabul supply route for  70 to 80 percent of their needs. While its importance to US and NATO forces has received considerable coverage in recent months, there has been less attention given to its importance for Pakistan’s military establishment.

The National Logistics Corporation (or the National Logistics Cell, NLC) is an ostensibly civilian entity staffed by serving and retired military personnel, and owned by the Pakistani army. According to the February 2009 issue of the Herald, a Pakistani monthly, it charges NATO between 200,000 to 250,000 Pakistani rupees per container arriving at Karachi, and pays private truckers between 100,000 to 150,000 for moving them to Afghanistan. In other words it makes a neat 100,000 Pakistani rupees in middleman’s fees. Going by an average exchange rate of 65 Pakistani rupees to a US dollar, the NLC made around $1500 per container.  The number of  containers landing in Karachi daily has varied between 1000 in early 2002, to around 300 earlier this year. Taking the lower figure, the NLC made around $450,000 every day, or over $164 million each year. Between 2002-2008, the NLC made at least $1.15 billion. And the meter is still running.

The Frontier Constabulary, a paramilitary force, collects a minimum of $150 per container in security charges from truckers, which adds up to $115 million over 2002-2008. This money goes directly to the Pakistani military establishment and is in addition to the $10 billion that the Bush administration gave Pakistan over that period. [This analysis is based on the figures in Massoud Ansari’s “My Way, Not the Highway”, in Herald February 2009, and Jawwad Rizvi’s “Rs 90 million go in air daily” in The News January 28-29, 2009 (via PEW). Mr Rizvi adds that the NLC charges between 15,000 to 25,000 Pakistani rupees for “no objection certificates”]

That’s not all. Karachi port authorities made at least $260 per container in assorted port charges, or around $200 million over seven years. The Pakistani government collects a fuel tax of Rs 25 per litre of diesel. According to one estimate the average fuel consumption per container per trip is 1200 litres, which amounts to $460 in taxes per trip. Over seven years fuel tax revenues alone are to the tune of $350 million. So the ‘civilian’ government received at least $550 million in additional revenues from the exercise.

The truckers themselves make around $1900 per container, and made around $1.5 billion over the past seven years. Clearly, they didn’t keep all of this, having to pay off various government officials and militants. Some of the trucking companies could well have owners connected to the military establishment.

That’s not all, either: the ‘militants’ collected an average of $400 per container to let them pass through their territory. Over $300 million went into the their pockets.

That too is not all. For only around 60 percent of the goods were actually delivered to their recipients, the rest being lost, stolen or destroyed en route. A flourishing trade in US and NATO military equipment exists in the markets of Pakistani towns like Peshawar and Quetta. Everything from crates of alcohol to helicopter spares is on the block.

That’s a lot of al-Faida for the Pakistani economy and for the Pakistani military establishment—a rough estimate is around $500 million per year. The political economy around the supply route is likely to have created strong vested interests in ensuring that the gravy train does not stop. Yet the Pakistani military establishment is ready to put these benefits at risk—squeezing the route to exert pressure on the US and NATO in Afghanistan. So where are the clever Indian analysts who argued that transit revenues from the Iran-Pakistan-India pipeline will prevent the Pakistani military from disrupting the natural gas flows to India?

On handing Afghanistan over to the Taliban

…and holding them to account by threatening to bomb them from the air

Bill and Bob’s Excellent Afghan Adventure rips apart Anatol Lieven’s op-ed in the Financial Times advocating a US pullout (linkthanks Joshua Foust). Among others, Dr Lieven recommends that “the aim should be a radically decentralised Afghanistan in which the Taliban can be permitted to take over much of the country in return for a guarantee—under threat of aerial bombardment—not to give shelter to terrorists.” And this is what the former infantryman says in response:

Notwithstanding some of ridiculous recommendations made earlier in his article, this is where Mr. Lieven goes clean ’round the bend….This man is a PhD, for Pete’s sake, and he’s advocating ceding a large area of Afghanistan to the Taliban? Has this man been smoking the Taliban flowers [BBEAA]

You should just read the whole post instead of these sanitised excerpts. But before you do, just look at the perspicaciousness in the following:

You see, short-sighted educated people like Anatol Lieven threaten my sons’ lives. I want for my sons to go to Afghanistan… as tourists, not as Soldiers. Mark my words, if we abandon Afghanistan because it is too hard right now, we will consign ourselves to at least another generation of warfare in what will definitely become known as “The Long War” instead of the GWOT. We will be back in Afghanistan with the stain of two abandonments on our faces instead of just one, and the Afghans will most assuredly not be any happier to see us the next time. [BBEAA]

It is impossible to eschew sarcasm when you read that the alternative supply route through the Central Asian states “could leave the United States more reliant on cooperation from authoritarian countries like Uzbekistan and Tajikistan, which have poor records when it comes to democracy and human rights.”

One would think that their current supply route runs through Canada.

If you thought that posing for photographs with hijacked US military Humvees was a nice touch, you will find this nicer.

Yet many expect raids on the convoys to continue. Rahmanullah, 28, said the attacks have become so commonplace in recent months and so costly for NATO suppliers that Taliban raiders have begun issuing receipts to drivers when they strike.

“The Taliban give us letters to give to the Americans that say that the Taliban has taken the truck, because otherwise no one would believe us and they would think we destroyed it ourselves,” Rahmanullah said. “No one would question a letter like this from the Taliban.” [NYT]

It’s not NATO’s fight

And there’s no fight in NATO

You hear about leaked diplomatic memos, resigned assessments by British field commanders and complaints by pundits—but it is when you read reports like this one, about German commandos twiddling their thumbs for three years (yes, three years) sitting in their camps, that you know why the Taliban are getting so powerful. (linkthanks Pragmatic)

Frank-Walter Steinmeier, the foreign minister, admitted they had not been deployed “a single time” in the last three years, despite a desperate shortage of Special Forces units in the country.

Last year it emerged that Norwegian troops, fighting alongside their German allies, were forced to abandon a battle at tea-time because German pilots refused to fly emergency medical helicopters in the dark. [The Scotsman]

NATO’s military presence in Afghanistan is hobbled by a spaghetti bowl of “caveats” placing various types of restrictions on the where troops from individual countries can be deployed and their rules of engagement. For an organisation whose purpose was to standardise equipment and procedures and ensure interoperability,this state of affairs is as ironic as it is shameful.

Perhaps they should just pack up and leave.
