What New Delhi should do about the threat

Here is an assessment following an email discussion with my colleagues Rohan Joshi & Pranay Kotasthane on the Jamaat-ud-Dawa. See Rohan’s post for context.

1. The Pakistani state and the Pakistani society have neither the intention nor the capability (if they have the intention) to take down the Jamaat-ud-Dawa (JuD). It has crossed the line from being a merely extremist terrorist group to a provider of public goods. It acquired the characteristics of a para-state with obvious popularity and social legitimacy.

2. The Pakistani army, on the other hand, does retain the capability to degrade the Jamaat-ud-Dawa. For instance, they could get a hothead loyal to Hafiz Saeed to assassinate Zakiur Rehman Lakhvi or another competing top-rung leader, engineer a rift, cause clashes while promoting propaganda against them. However, given that the Jamaat-ud-Dawa is a key instrument of the Pakistani army’s existential anti-India posture, the army is unlikely to want to damage the JuD.

3. So the best the civilian government will do is play the Schrödinger-Hiesenberg quantum game, where the JuD is banned but not banned. If another party takes over, the JuD will be not banned but banned. It is unrealistic to expect democratically elected civilian governments to act against JuD especially to satisfy India or the United States.

4. Therefore, India’s short-term options should be

  • to prevent JuD from acquiring greater capabilities. At this moment it is an irregular light infantry. It should not be permitted to acquire more advanced weapons and capabilities.
  • to prevent JuD from acquiring territory. ‘Non-state actors’ getting hold of swathes of territory from which they can carry out conspiracies and attacks on Indian soil will complicate New Delhi’s national security strategy.
  • to prevent JuD from acquiring followers in India. In contrast to the 1990s, it is possible today for followers to ‘train’ with the Lashkar-e-Taiba (LeT) without actually having to go to PoK via Karachi via Dubai.
  • to prevent the JuD from launching terrorist attacks in India.

5. India’s longer term option remains clear: dismantle and destroy the military-jihadi complex.

6. There is a convergence of interests between India and the United States, and to a lesser extent with China too, on the short-term options. New Delhi’s outreach to these states should be to arrive at a consensus on preventing the strengthening of JuD. It is unclear if other countries share interests on the longer-term issue of destroying the military-jihadi complex. It might be some time before the United States comes around to this view. For now, the focus on short-term goals will be good enough.

Why Pakistan interferes in Afghanistan

A strong, independent Afghanistan is perceived as an existential threat to Pakistan

Just why is Pakistan interested in installing a friendly regime in Afghanistan? If you read books and articles written over the last couple of decades, you will come across arguments such as the need for “strategic depth” to counter India, to prevent a pro-India regime in Kabul that will result in the Indian encircling of Pakistan and, even more grandly, to create an Islamic centre of power that stretches from the shores of the Arabian Sea to the Caucasus mountains. Going by the statements of members of the Pakistani establishment and some of its commentators, these are indeed the reasons why Pakistan wants to dominate Afghanistan.

Yet, to a large extent, the ambition and the paranoia that motivates these goals are in the realm of fantasy. Important people might believe in these fantasies, which means they must be taken seriously, because those important people do act on the basis of their delusions. However, there is also an argument to be made that these fantasies, paranoias and strategic sophistries are used to mask the real motive.

Pakistan’s real motive in seeking to dominate Afghanistan is the fear of its own dismemberment. Until the Soviet invasion of Afghanistan in 1979, Islamabad’s main agenda was to prevent Kabul-supported Pashtun and Baloch nationalism from escalating into full-blown movements for independence. The strength of Pashtun nationalism and Kabul’s rejection of the Durand Line (which continues to this day) create deep insecurities in Islamabad, causing it both to bolster Islamism as an ideological counter, sponsor political instability in Afghanistan and attempt to install a friendly regime there.

It is a matter of historical fact that Pakistan—under President Zulfikar Ali Bhutto—began training Islamist militants in 1973, long before the Soviet invasion. Burhanuddin Rabbani, Gulbuddin Hekmatyar and Ahmed Shah Massoud received training in Pakistani camps so that Bhutto could counter Kabul ‘forward policy’ towards Pakistan. Kabul’s policies over the Durand Line had caused Pakistan to close its borders with Afghanistan in 1961. When the Baloch insurgency erupted in the early 1970s, Kabul (under the Daoud regime) supported it. Bhutto’s response was to nurture proxies in the form of Islamist militants—an old trick for the Pakistani establishment—under the leadership of the then Brigadier Naseerullah Babar, who as Inspector-General of the Frontier Corps, set up training camps in North and South Waziristan. More than 5000 militants were thus trained between 1973-1977. Again, it must be stressed, before the Soviets invaded. The narrative that most people accept—that Pakistan’s sponsorship of the mujahideen was a response to Soviet invasion of Afghanistan—is factually incorrect. The Pakistani establishment fears that a strong independent Afghanistan—like the one that existed up to the mid-1970s—will pursue an irredentist agenda, claiming the Pashtun areas of Pakistan. People in the tribal regions of Pakistan have only a tenuous association with the Pakistani state, and even for people in the so-called ‘settled areas’ of Khyber-Pakhtunkhwa, age-old Pashtun solidarity is often stronger than allegiance to a geopolitical entity called Pakistan. Afghanistan can well decide to support the insurgency in Balochistan to weaken Pakistan enough. Therefore, Pakistani strategists can see an existential threat in a strong, independent Afghanistan.

They can’t, however, state this as the official reason, because to do so would be admit the hollowness of the idea of Pakistan. That’s why fantastic notions of strategic depth, pre-empting strategic encirclement or building a Central Asian caliphate come in useful. “Strategic depth” is a plausible justification to convince patriotic Pakistanis of why their military is interfering in Afghanistan. Islamabad’s case appears a lot more ‘understandable’ to international opinion if it cites the fear of Indian encirclement rather than fear of Pashtun and Baloch self-determination as the reasons for its actions. Domestic and foreign Islamists will be enthused by the idea of flying the green flag of Islam all the way to the borders of Russia.

Theoretically, Pakistan’s military-jihadi complex might be persuaded to stop destabilising Afghanistan if it were convinced that Kabul will not lay claim to Pashtun lands east of the Durand Line. In practice that would be nearly impossible, not least because Afghan nationalism will not accept it. Even Mullah Omar’s Taliban regime didn’t.

Some matters will be decided by the force of arms. If at all.

The reality of radical Islam

…is that it doesn’t accept compromises

It is one thing for the United States to attempt to recycle a strategy that worked in Iraq and consider applying it in Afghanistan. As Joshua Foust argued in the July 2008 issue of Pragati, that model is unlikely to yield comparable results in Afghanistan because of differences in socio-economic structure, historical paths and geo-political neighbourhoods. While we hope that it listens to good sense, you can’t deny the Obama administration a chance to learn by making big mistakes.

But it is entirely another thing to provide a kind of intellectual cover for what is essentially an exercise in wishful pragmatism by advancing an argument—as Fareed Zakaria has done—that the world should learn to live with radical Islam, because “not all (radical Islamists) advocate global jihad, host terrorists or launch operations against the outside world—in fact, most do not.” Actually, this argument is invalidated by his very next sentence—when Mr Zakaria argues that “no Afghan Taliban has participated at any significant level in a global terrorist attack over the past 10 years—including 9/11.” It is breathtaking to see a person of Mr Zakaria’s intelligence engage in such poor sophistry: by his logic, even Osama bin Laden has not participated in any significant terrorist attack over the last decade either.

The fundamental mistake Mr Zakaria makes is to conflate Islam and radical Islam. He is right when he argues that emphasising “the variety of groups, movements and motives within (the Muslim) world strengthens the case that this is not a battle between Islam and the West.” But the sentence is illogical—for if there are a variety of groups, movements and motives then there can be a battle between the West and some of them. And there is. It exists regardless of whether the West wants it or not—because radical Islam defines itself by that battle. How then can the rest—and this includes moderate Muslim societies—learn to live with it?

Mr Zakaria points to the fact that radical Islamic parties are currently on the wane in Nigeria—one solitary example that is an exception to the norm—to build a case that this will invariably be the case elsewhere in the world. It’s hard to believe that radical Islamic parties (as opposed to moderate Islamic parties operating in institutional democracies) will relinquish power once they are voted out of office. To believe this would be to ignore the observed fact that radical Islamists define political success in being able to set-up a revolutionary state like Iran, the Mullah Omar-led Afghanistan or Pakistan’s Swat. It’s almost always a one-way street. What about Nigeria? Well, it isn’t over and time will tell.

That’s not all. Mr Zakaria suggests that the world can live with most radical Islamists as the latter do not pose an external threat to their neighbours and to the West. Well a case can be made that what radical Islamists do within their borders—in Afghanistan, Pakistan or Sudan (a word missing from Mr Zakaria’s essay)—is itself a threat to international security. But it is hard to find a radical Islamist state that does not have an external agenda. So what caused Mullah Omar’s Taliban to host al-Qaeda and other jihadi groups? Why does Iran support Hizbollah? Why did Pashtuns and Pakistani Punjabis fight the jihad in India, Iraq and elsewhere?

Pick a radical Islamist organisation. It is likely to have one or both goals—territorial and religious-ideological. It is the mixing of the two that makes compromise impossible.

Mr Zakaria’s arguments are dangerous because they undermine the very internal opposition to radical Islam within the Muslim world that he claims the West should work with. Once the United States begins to negotiate with the ‘good’ Taliban, the moderate Afghans will be done for. So why is it that the surviving moderate Awami National Party (ANP) leaders can’t venture out of their homes in Swat? Because the Pakistani government struck a deal with the Taliban. Those who are opposed to the radical Islamist agenda should do the opposite. It is understandable why the Pakistani government won’t do the correct thing, but why should the United States bolster its strategic adversary?

The truth is that you can’t stop worrying and learn to live with radical Islam. It has to be countered and contained, and ultimately defeated. The tactical exigencies of the war in Af-Pak, important as they are, should not be allowed to cloud our understanding of the big picture. While it is important to prove Mr bin Laden wrong when he “constantly argues that all these different groups are part of the same global movement”, it is important to do so without doing Mr bin Laden’s job for him.

Fact-finding civil society teams and their predictable findings

One would have thought that the death of the leader of the police team involved in the shootout with terrorists in New Delhi’s Jamia Nagar would silence the predictable apologists for who every “encounter” is a false one.

It turns out that Inspector Mohan Chand Sharma’s death was not sufficient. No sooner had the shootout ended than civil society teams had already launched ‘fact finding’ teams that pronounced the predictable verdict. The encounter had been staged and innocent Muslims had been targeted. Why, a Coordination Committee for Indian Muslims was formed (an unfortunate nomenclature, for the separatists in Jammu & Kashmir have their own Coordination Committee), and one of its leaders boldly announced that “it is pretty clear that Sharma was killed by his own men at very close range from behind. It was the mistake of the police to rush 2500 policemen into the narrow lanes of Batla House.” So here we have a bunch of sundry political activists and university lecturers acquiring the competence and authority to offer definitive opinions on how police conduct their operations. What is worse, such presumptuousness goes unchallenged.

The abjectly communal reaction of these worthies—from self-appointed fact-finding teams to office bearers of the Jamia Millia University—not only damages the prospects of a united, national battle against the radical Muslims who are resorting to terrorism. It also damages the interests of the Muslim community itself. Ajai Sahni is right when he says that “there are grave dangers for the country’s future in this.”

The argument has been put forward that ‘innocent Muslims’ are being targeted in the spate of recent arrests – but no evidence has, at any point, been cited, to support the thesis, other than an undercurrent of sustained denigration of the Police. Crucially, the responses of enforcement agencies are increasingly being held hostage to an irrational media backlash that follows both the failure to act and effective action.

There has been a constant clamour about investigative failures to solve the major terrorist attacks over the past over two years. But when a case is actually solved, there is immediate and unverified uproar over the ‘targeting of innocent Muslims’, and altogether bizarre conspiracy theories abound. Worse, it is more than evident that enforcement agencies in India have simply failed to acquire the skills and acumen necessary to deal with the intrusive, increasingly frenzied, and overwhelmingly ignorant media, and this has only further fed a rising panic in public perceptions.

The institutional paralysis is deepened manifold by opportunistic and unprincipled political responses – variously based on tactics that seek mobilisation through appeasement or escalation of tensions between communities – as well as through strategic advocacy by a number of sympathetic communal formations. That civil society groups should involve themselves in fact-finding is a good thing. It is a good thing regardless of the fact that it is selective—for few civil society groups found it necessary to conduct fact-finding missions to investigate bomb blasts and terrorist attacks. But before their conclusions are amplified by the hyperventilating media it is necessary to subject them to intense scrutiny. In an environment where conspiracy theories and narratives of victimisation create more terrorists—a fact that even the Coordination Committee member concedes—an credulous, undiscriminating airing of ‘facts and findings’ is more dangerous than merely irresponsible.

Praveen Swami’s book on the secret jihad in Kashmir

The Indian edition of a must-read book

Praveen Swami’s 2006 book India, Pakistan and the Secret Jihad: The covert war in Kashmir, 1947-2004 is a book that you must read. Now, for reasons best known to the marketing department of its publishers, the international edition was priced out of reach of most people. Yet it is ‘most people’ who should read it, and not only scholars, academics and deep-pocketed specialists. That’s why the largely unheralded release of the Indian edition should be welcome. Here’s the introduction to the book:

This book explores the history of Jihadist groups in Jammu and Kashmir, documenting the course of their activities and their changing character from 1947 to 2004. Drawing on new material, including classified Indian intelligence dossiers and records, Praveen Swami shows that Jihadist violence was not, as is widely assumed, a phenomenon that manifested itself in Indian-administered Jammu and Kashmir only after 1988. Rather, a welter of jihadist groups waged a sustained campaign against Indian rule in Jammu and Kashmir from the outset, after the Partition of India. This book first analyses the ideology and practice of Islamist terrorism as it changed and evolved from 1947-1948 onwards. It subsequently discusses the impact of the secret jihad on Indian policy making on Jammu and Kashmir, as well as its influence on political life within the state. Finally, looking at some of the reasons why the jihad in Jammu and Kashmir acquired such intensity in 1990, the author suggests that the answers lie in the transfiguration of the strategic environment in South Asia by the nuclear weapons programme of India and Pakistan. As such, the book argues, the violent conflict which exploded in these two regions after 1990 was not a historical discontinuity: it was, instead, an escalated form of what was by then a five-decade old secret war.[Cambridge University Press/Foundation Books]

It’s available in bookstores as well as from the publisher’s website. The other book you should read is Chandrashekar Dasgupta’s War and Diplomacy in Kashmir, 1947-48. While Mr Dasgupta’s book is focussed on the political milieu of that period, Mr Swami’s book documents Pakistan’s uninterrupted covert war since then. Both are slim, highly readable volumes and if you’ve not already read them, you ought to do it soon.

Terrorists strike once every six weeks

And why they are permitted to do so

Looking at press releases issued by the India’s home ministry since March 2006, Jagadish calculates that India has suffered a terrorist attack approximately once every six weeks. (Most of them involve Shivraj Patil condemning the attacks, not the the attackers.) And that’s not counting Naxalite attacks.

The need to fight these terrorists has crossed the chasm and is now an electoral issue. This should have been clear to the political establishment at least since August last year. Yet, the only significant successes have been in Gujarat. Now, it is abundantly clear that the Congress party believes that its deliberate go-easy approach to countering terrorism will play well to its ‘minority’ vote banks, and therefore also pay electoral dividends. While we are likely to see this myth being destroyed in the coming Lok Sabha elections, Jagadish offers another explanation for the chalta hai doctrine: “the terrorists will keep getting away with these attacks as long as they target civilians. The moment a politician is affected, that’s when the representatives will wake up and take action.”

Because of the practice of handing out ex gratia payments and other entitlements to the victims of terrorism, the political class manages to prevent public outcry from coalescing around interest groups consisting of the direct victims of terrorism. That inverts the incentive structures necessary to get the political class to commit itself to taking the fight to the terrorists. Atanu Dey’s solution may well be too radical to be implemented but linking “benefits”, perhaps taxpayer funded personal security cover for politicians, to performance indicators linked to terrorism is a good idea in itself.

It is long past the time to demand some accountability from India’s presumably accountable political leaders.

Applying ancient Realism in the modern age

“American military assistance to Pakistan in the last 15 years will, I believe, be listed by historians as among our most costly blunders”, wrote an American diplomat who had served as ambassador to India. No, this is not Robert Blackwill writing in 2007. It was Chester Bowles writing in the New York Times in 1970.

That’s what Vanni Cappelli points out in an op-ed in the San Francisco Chronicle, in which he argues that the United States must contain Pakistan.

In my essay “Containing Pakistan: Engaging the Raja-Mandala in South-Central Asia” (published in the winter 2007 issue of Orbis), I argued that the United States should change course and commit itself to an American-Indian-Afghan alliance aimed at containing Pakistan and the Islamic ideological and terrorist threat that it poses under military rule. Only by joining with secular democratic and other anti-extremist forces in the region can the United States combat the violence perpetrated in the name of an “Islam in danger.”

Cutting off military and economic aid to Pakistan, formally designating it a state sponsor of terror and working with its neighbors to contain it will allow the United States to effect the same internal collapse of a dictatorial order that occurred when the Soviet Union’s weak economy proved unable to sustain its military superstructure. Rawalpindi’s possession of nuclear weapons need not deter such a policy any more than Moscow’s did the successful Cold War containment strategy.

A new alliance would cripple Pakistan’s capacity to support militants and give the country’s secular democratic forces their first real chance to transform their troubled land into one that is no longer a threat to international security. [SFGate via The Conjecturer]
