Strategic proxies have disproportionate negotiating power

This month’s Asian Balance argues that China is indeed being ‘bullied’ by the Philippines. Such a statement is likely to cause many people to jump because of the value judgement placed on the term ‘bully’ as well as the David and Goliath-like setting. Shorn of those value judgements and biases, though, this statement holds up. As the column notes, the Philippines has more to gain and less to lose by behaving in a provocative manner than China.

One reason for this is Manila’s treaty alliance with Washington. This affords it with the security that the United States will have to intervene in some form if the Philippines is attacked by China. Washington has let it be known that it is unlikely to intervene in a territorial dispute. This allows China to act against the Philippines in the disputed territory—if Beijing takes military action beyond the disputed islands, and onto sovereign Philippines territory, then it raises the risk of US intervention. The exact red line might be fuzzy, but both Beijing and Manila know that it exists. The game then is to exploit the space before the red line is crossed.

The United States might well be using the Philippines as a proxy to indirectly contain China, its strategic adversary. However, this is not without its own strategic costs—failure to manage the proxy can drag the United States into a conflict it does not want to get into. Manila knows this and can exploit it, for instance, by demanding that the United States sell it arms so that it can defend itself better.

China is at the receiving end in this case, but is quite an accomplished player in the strategic proxy game. North Korea ties down the United States, Japan and South Korea in Northeast Asia. Pakistan checks India and the United States in the subcontinent. All in the game.

Living with a nuclear Iran

Dealing with a nuclear Iran is better than suffering an international war to stop it.

Led by the United States, much of the international community has tightened economic sanctions on Iran in an attempt to prevent it from building nuclear weapons. India and China are among the few countries that have stayed out of this initiative and have been criticised for it. In a piece in the Wall Street Journal that comprehensively captures the argument against New Delhi’s current policy of not participating in the sanctions regime, Sadanand Dhume argues:

An India that uses its oil purchases and diplomatic clout to create breathing room for Iran risks scuppering the notion New Delhi has benefited from for more than a decade: that India’s rise is beneficial to the West. By contrast, should India throw its weight behind a powerful anti-Iran coalition, it stands to gain by halting the further nuclearization of its neighborhood, blunting the spread of radical Islam and bolstering its credentials as a force for stability. Mr Dhume makes an important point when he says that “India’s quest for security and prosperity is most effectively pursued in a predictable and stable US-led international order.” Yet there is room—and indeed, a need—for discrimination within agreement over this worldview. In the case of Iran Washington’s policy position is dogmatic to the point of rejecting without any consideration the benefits—to the United States and to the US-led order—of a grand rapprochement with Iran. In a recent article on FP, Neil Padukone, a new fellow for geopolitics at Takshashila, details the scale and the scope of this geopolitical opportunity. I have argued that New Delhi well-placed to lubricate this process.

We have to criticise New Delhi, but for a different reason. It did not even attempt to avoid being crunched by Washington on one side and its own interests with Iran on the other. The situation in Afghanistan can change dramatically if Iran and the United States could cooperate. Where we needed imaginative and deft diplomacy, we saw resignation and default. Opportunities to improve ties with Washington on issues unrelated to Iran—from the fighter plane purchase, to UN Security Council positions over Libya and Syria—were gratuitously squandered.

On the nuclear issue, if the question were asked at a time when Iran was far away from building a bomb, the answer to whether an Iranian bomb is in India’s interests would have been a “No.” But now, at a time when the only way to prevent Iran from building a nuclear weapon is a war, the answer is different. In fact, the question for governments around the world now is whether an Iranian bomb is worse than an international war to prevent it.

A military conflict against Iran is not in India’s interests. Not only will it further destabilise a region that is already in deep crisis, it will do so in a form where India will be directly affected. Fuel supplies from Iran and supply routes from the Persian Gulf will come under threat and could precipitate a domestic economic crisis with unpredictable consequences. Also, doesn’t a war with Iran once again provide the Pakistani military-jihadi complex, with the encouragement of the Saudis, to once again become a frontline ally in an American war? Washington’s predisposition to turn a blind eye to Pakistan’s shenanigans in the context of its own geopolitical projects was and will be expensive to India.

Those who have long enough memories will recall that General Zia-ul-Haq was in Washington’s doghouse until the United States had to intervene in Afghanistan. Those who have shorter memories will recall General Musharraf being in a similar place and his dictatorship getting a ticket to respectability when the United States had to do it again. The Pakistani military establishment used these periods to first develop and expand its strategic assets—nuclear weapons and jihadi groups. Another reprieve will be no different.

It takes a lot to believe sanctions can prevent a determined, modern state like Iran from building a bomb it wants to. The costs of these ineffective sanctions are subjective—and unless there’s a short-term way to ensure the long-term security of 11 percent of India’s energy imports—for New Delhi they are not worth incurring.

Where does this leave us? Well, with the reality of having to deal with a nuclear Iran, and consequently perhaps with an overtly nuclear Saudi Arabia too. This need not necessarily make the region more unstable, even considering a triangular dynamic that includes Israel. Let’s not forget Western nuclear deterrence theory has always lagged deterrence in practice—be it during the Cold War or in the case of the subcontinent.

This does not mean that the Iranian regime is all Persian fragrance towards India. It’s not. But you can’t survive as a regime or as a state—even a revolutionary one—without realism. There’s a reason why Mullah Omar had to flee on a motorcycle while the leaders of Viet Nam are now Washington’s strategic allies. Regimes devoid of realism write their own obituaries. The survival of the Iranian theocratic-democracy is evidence of there being an underpinning of realism. Iran’s realists, however, are eclipsed by fundamentalists like Ayatollah Khamenei and President Mahmoud Ahmedinejad who feed on hostility with the United States. To the extent that the hostility can be ratcheted down, the realists in the regime will be strengthened. Even otherwise, the Iranian regime, despite its foundations on the Shia narrative, is unlikely to desire civilisational suicide. New Delhi’s position might differ from that of Washington and Tel Aviv. But just as their positions are based on their perceptions of self-interest, so is ours. While there is no need to be apologetic about its positions over Iran, New Delhi must not lose other opportunities to strengthen its relationship with the United States and Israel.

How to move the masses

Mahatma Gandhi and his companions began walking towards Dandi on March 12, 1930. Here are some excerpts from Thomas Weber’s remarkable On the Salt March – The historiography of Mahatma Gandhi’s march to Dandi that illuminate the logic, planning and strategy that went into it.

Before salt was seized upon as the issue for the campaign, Gandhi had come around to believing that while salt in excess may be harmful, a tax is no way to teach moderation…The poor, he claimed, need more salt that they eat and their cattle need more than impoverished farmer can afford. This along with the question of the right of a foreign government to tax a naturally occurring substance became the key issues in the salt debate.

It is quite probable that the final decision to make the salt tax the focus of the agitation came when the “Monograph on Common Salt” produced by the (Federation) of Indian Chambers of Commerce fell into Gandhi’s hands. The brief of the monograph was to examine “the great possibility of making Indian self-contained in her supply of salt.” In the course of presenting its case the document went into great detail tracing the history of the salt revenue in India. It was resplendent with well argued propositions that would have been useful in helping to make up an indecisive mind. The topics touched on included “Rationale of Salt Eating”, “More Salt Needed in the Tropics” and “A Poor Man Needs More Salt than a Rich One”. Mahadev Desai’s article in Navajivan of 2 March 1930 closely followed the arguments of the monograph and already a week before that date the monograph was recommended to Congressmen by Jawaharlal Nehru in a circular to Provincial Congress Committees.

Four days before the (Dandi) March commenced, in a speech at Ahmedabad, Gandhi told his audience that, “I want to deprive the government of its illegitimate monopoly of salt. My aim is to get the salt tax abolished. That is for me one step, the first step, towards full freedom.”

In reality the tax was relatively small and there was no popular mass agitation for its repeal. The breaking of laws against salt did not appear to be the stuff of a struggle for national independence. Motilal Nehru was amused and perhaps even angered by the irrelevance of Gandhi’s move. Indulal Yajnik, (a Gujarati radical), asked “Wouldn’t the Salt Campaign…fail to arouse the enthusiasm of the youth of the nation? Wouldn’t they all see through the farce of wielding a sledge hammer—of satyagraha—to kill the fly of the Salt Act?” But Gandhi knew the mind of rural India better than any of them.

The action that Gandhi planned was largely symbolic—the salt produced by illicit means would be impure and probably unpalatable, but it was breaking a British law which earned rulers money at the expense of the masses. The taking of salt was…the taking of power away from the rulers. It was a symbol of revolt and a very practical symbol at that.

Gandhi expected a long drawn-out movement during which a large mass of people had to be mobilised so the method of struggle needed to be a simple one, one capable of generating emotional feelings and one which everyone could understand everyone, down to the humblest peasant, could participate in. It also had to be a means of action that the government could not prevent in its early stages…Furthermore an attack on the salt tax did not threaten Indian vested interests and so was not alienating the non-Congress supporters.

The authorities were waiting for the March to fail; Gandhi and his supporters had to ensure that it did not. The careful selection of the route was one way to help facilitate the materialisation of the desired outcome. The students of the nationalist university at Ahmedabad, the Gujarat Vidyapith, under the direction of Kakasaheb Kalelkar were deeply involved in the planning stages. A team led by Narhari Parikh search books and records for information on salt and the Salt Laws and then channelled the material back to Mahadev Desai for use in his articles and Gandhi’s correspondence with the Government. Another group, led by Sardar Vallabhbhai Patel, undertook an economic survey of the Matar taluka, the first area the March would pass through after leaving Ahmedabad…Ravishankar Maharaj scouted the area around the Dharasana saltworks and reported back to Gandhi before the March got under way.

Gandhi insisted that (women) stay behind at the Ashram. He explained “Women will have enough opportunity to offer satyagraha. Just as Hindus do not harm a cow, the British do not attack women as far as possible. For Hindus it would be cowardice to take a cow to the battlefield. In the same way it would be cowardice to have women accompany us”

Possibly the strangest inclusion (into the list of Marchers) was Haridas Muzumdar. Muzumdar had lived much of his life in the U.S.A. as a scholar and teacher and propagandist for the cause of Indian independence…It appears that Muzumdar, who was often to prove something of an odd man out during the journey, was included partially for political reasons—Gandhi liked his propaganda work and approved of the Gandhi biography he had written.

(The list of Marchers included one person from Fiji—“originally of U.P. but born in Fiji”—and one from Nepal. There were two Muslims, one Christian and the remaining 76 were Hindus. There were 12 graduates: 7 of Bombay University, 3 of Gujarat Vidyapith and 2 of foreign Universities).] Most of the Marchers to be were between twenty and twenty-five years.) Grand Strategy

India has always had a grand strategy: to keep the country united

N S Sisodia, IDSA’s director-general, makes the case in the Indian Express today for the strategic affairs community to develop and articulate a grand strategy for India. IDSA recently launched the National Strategy Project (INSP) that aims to bring together a wide range of scholars, analysts and experts and jointly shape a grand strategy. (Disclosure: a couple of us at Takshashila are involved in this project).

Now, that government-related institutions are beginning to think systematically about the big “Why” questions of foreign and national security policies is a good thing. (ICRIER had launched a National Interest Project in 2007). Does India need a grand strategy that will inform and influence policymakers across ministries, across political party lines and over time? Obviously, yes. Should this be publicly articulated? Most certainly—it might not convince everyone, but doing so offers us a way to assess whether or not policymakers are sticking to the given script.

But is it true that India has lacked a grand strategy all this while?

Two answers are usually offered: the first, made famous by George Tanham, suggests that India lacks coherent strategic thinking. Unlike many other countries, the Indian government’s decision-making remains behind a wall of secrecy, records remain locked up in archives or personal collections and few people close to the action write books on contemporary events, if they write at all. So it is fair for information-starved academic scholars to conclude that the absence of evidence is really evidence of absence—forget grand, they would say, New Delhi lacks strategy.

The second answer contends that non-alignment was India’s grand strategy from independence to the end of the Cold War. During the early Nehruvian-era, non-alignment had realist underpinnings, but in 1962—when Nehru requested Kennedy for US air power support—non-alignment became a grand slogan. But what are bureaucracies for if not to provide policy continuity? Non-alignment continued to be worshipped by India’s politicians and intellectuals even after Indira Gandhi—in an act of hard realism—signed a treaty with the Soviet Union in 1971. It was only when the Cold War ended that non-alignment became a painfully obvious anachronism. The deity had vanished, leaving the worshippers lost and confused.

So it is perhaps not a coincidence that Tanham’s view gained traction in India the early 1990s, just after the Cold War ended.

Actually, the case of the missing grand strategy remained unsolved because they were looking in the wrong place. India’s leaders, at least from the Mauryas to the Mughals to Manmohan Singh, have always had a grand strategy. And it is a very simple one—to unite India and keep it united. Scholars of international relations have missed this because India’s grand strategy has been largely domestic in its focus. As K M Panikkar laments, India’s rulers have always been preoccupied with the subcontinent. Even as it indicates a lack of interest in extra-subcontinental geopolitics, it suggests that they were not “bereft of coherent strategic thinking”.

From Chandragupta’s empire building to Aurangzeb’s military expeditions to the Deccan to the Indian republic’s foreign policy, the grand strategy is consistent—bringing the whole of the Indian subcontinent under their rule and keeping it that way. Non-alignment was not grand strategy, but rather, an approach that followed from the grand strategy. And Tanham was wrong. The survival and security of the state, the most parsimonious definition of the national interest, has been and remains India’s grand strategy. It should remain so.

That said, can India afford such parsimony in its strategic approach towards the twenty-first century? Not quite, because to the extent that India’s grand strategy caused India’s leaders to be inward-looking, both the opportunities and threats emanating from outside have been neglected. In the highly competitive times of the twenty-first century, India cannot afford to miss either. So there is a case to rethink grand strategy. There is a need to shake up the foreign policy and security establishment from one that was defending a weak India from a world that was out to get us, to promoting the interests of a stronger India in a world where there are opportunities as there are threats.

Premature militarisation

Until we know what the game is about, cyber strategy must be stewarded by the civilian authorities

George F Kennan, whose views shaped US foreign policy towards the Soviet Union in the aftermath of the Second World War had this to say in 1996.

“My thoughts about containment were of course distorted by the people who understood it and pursued it exclusively as a military concept; and I think that that, as much as any other cause, led to [the] 40 years of unnecessary, fearfully expensive and disoriented process of the Cold War. Around the same time, the US Strategic Air Command acquired tremendous influence over nuclear weapons policy, and believing that these new weapons worked the same way as the conventional munitions they were so used to, ultimately ended up building mindnumbingly large arsenals. The Soviets followed suit. If there was ever a risk of total annihilation of the world it was (and still is) due to the United States and the Soviet Union (now Russia). It was only in the 1980s that the Cold War superpowers realised that the utility of nuclear weapons lay not in warfighting, but in deterrence. But there was a time when both countries were designing warheads for battlefield use—including, at one point in the form of artillery shells. [See my review of Richard Rhodes’ book in Pragati]

The story of the Cold War and nuclear weapons holds an important lesson for us as we behold the advent of cyberweapons. It is this: do not let the military establishment take control of policy before it is clear what the game is all about. In the case of cyberweapons, as we discussed at yesterday’s Takshashila roundtable, there is a lot that we do not know. Cyber strategy is in its infancy. The conceptual framework is not clear—are cyberweapons similar to conventional weapons, chemical & biological weapons, nuclear weapons or in a class by themselves? What are the moves available to players in the game? Who indeed are the players? Is the concept of cyberwarfare overhyped, as Bruce Schneier argues? As fundamental as the questions are, there are few satisfactory answers.

Handing over cyber strategy to military establishments at this stage is not a good idea. In the United States, the Obama administration risks repeating the mistakes of the Truman and Eisenhower administrations. It is all very well to say that the US Cyber Command is responsible only for “dot-mil” domains, but given its budget, clout and operational mandate, the military establishment is quite likely to dominate cyber warfare policy-making. Unfortunately, over in China, the United States’ primary strategic adversary, it is the People’s Liberation Army that is in charge of cyber warfare. That raises the risk of a perhaps avoidable cyber arms race between the two.

There is no doubt that the Indian government must ensure that India’s interests are protected in an age of cyber warfare (See Takshashila’s new discussion document, and Pragati articles by Rohan Joshi and Srijith Nair). This requires the pushing of intellectual boundaries—to develop a new discipline of cyber strategy—as much as it requires instituting competent authorities to develop, implement and oversee policy.

While the Indian armed forces must equip themselves with the knowledge, skills and equipment required to engage in cyber warfare, for the time-being, it is prudent to avoid letting the military establishment dominate policy-making. India did well to prevent the undue militarisation of its nuclear weapons policy. That experience should inform New Delhi’s moves in the domain of cyber strategy.

What we learn from our COIN campaigns

…is that we don’t learn from them

Here’s a passage from my review of India & Counterinsurgency: Lessons Learned, a volume of case studies and analyses edited by Sumit Ganguly & David Fidler.

A recurring theme in the book is that lessons that were to be learnt in one counter-insurgency campaign were not learnt, and mistakes repeated over and over again. That is as much a damning indictment of the Indian armed forces—particularly the army—as it is of a political class that treats political violence as within the ambit of legitimate politics. But while the failings of political leaders are well-known and roundly condemned, the lapses of the security forces are masked by information asymmetries.

Shouldn’t a counter-insurgency doctrine help prevent mistakes from being repeated? Comparing the counter-insurgency doctrines of the United States and India, Dr Fidler writes that the exercise of developing the Indian Doctrine for Sub-Conventional Operations (DSCO) was “mainly one of codification—collecting in one document guidance accumulated over the course of more than fifty years. The objective was not to revolutionise how the Indian Army or government thought about how to fight insurgencies.” That sounds quintessentially Indian and evokes images of the Vedas, which were codified into written form after centuries of existence as oral tradition. It will be a challenge to translate this kind of a document into a strategy for current and future conflicts.

Dr Fidler also points out that India’s counter-insurgency doctrine “has not involved the civilian government agencies affected, such as the state and central police forces.” This is perhaps its biggest weakness—by its very nature, counter-insurgency is a problem of (re-)establishing governance. The Indian pattern has been one where, even after a successful campaign by security forces, the civilian government is somehow expected to miraculously appear and resume administration. Unfortunately, this does not usually happen, setting the state for the insurgency to resume. It is unclear if this broad point has registered at the highest levels of the Indian government. Cloaking the retreat

The Pakistani army manoeuvres for the next round

Having to prepare for an unlikely war with India is an excellent excuse to mask the Pakistani army’s total defeat—at the hands of the Taliban—in Swat, Bajaur and the Waziristans. If not for the tensions with India, General Kayani would have had to answer uncomfortable questions as to why after one whole year of “operations” in Swat, for instance, that picturesque tourist paradise is now entirely under Taliban rule.

The alacrity with which the Pakistani Taliban were presented as patriots in the common war against India, even before the Mumbai siege was brought to an end, suggests a deal whereby the army surrendered people and territories in the Frontier to the Taliban, and in return, secured promises of safe passage and an end to attacks on its interests elsewhere in Pakistan. Maulvi Omar, a spokesman for the Pakistani Taliban, welcomed the government’s decision to withdraw some troops from the tribal areas. “We will not attack the convoys of army withdrawing from tribal areas as it is a good development,” he said, adding that the Taliban would help defend Pakistan against any aggression. An outbreak of military hostilities would have been more convincing—and would perhaps have helped bring pressure on India to yield ground to Pakistan on bilateral disputes. But even without it General Kayani has successfully fooled the Pakistani people with this manoeuvre. And he might have even changed the tenor of the relationship with the United States. Why? Because there are two possibilities: First, the United States will understand that it has no choice but to solicit the Pakistani army’s support if it wishes to fight on in Afghanistan. (The Khyber squeeze makes this point a little less politely.) And that this will bring back the good old al-Faida times where US money will keep Pakistan afloat and the military-jihadi complex well taken care of.

Second, the United States will find that since it is impossible to fight on in Afghanistan under these circumstances, it will head for an exit. Since the world will fear nuclear weapons from falling into the hands of al-Qaeda and Taliban, Pakistan will continue to receive foreign assistance and kid gloves even after this. It can then make arrangements for a return to the good old 1990s where it controlled Afghanistan and prosecuted the proxy war in Jammu & Kashmir (whose inhabitants had lost faith in the Kalashnikov)

At this point, it is unlikely that the incoming Obama administration would take the second option. So the question for US Defence Secretary Robert Gates and General David Petraeus is whether they will be satisfied with their success being circumscribed by General Kayani.

If India asks America to run Kashmir

Some more departures into the unthinkable

If their mandate is to think the unthinkable, then Frederick Kagan and Michael O’Hanlon are making a good job of it over at the Brookings Institution. In November last year, they wrote an op-ed in the New York Times outlining how the United States might have to confiscate Pakistan’s nuclear weapons and fly them to New Mexico. And now, in a policy brief arguing for the US to increase the size of its armed forces, they construct a scenario wherein American troops may have to enter Kashmir.

Responding to War over Kashmir What if war breaks out between Pakistan and India over Kashmir? U.S. interests in Kashmir are not great enough to justify armed intervention on one side in such a war, and no formal alliance commits us to step in. There are other ways in which foreign forces might become involved, however. If India and Pakistan came close to using, or actually used, nuclear weapons, they might consider what was previously unthinkable (to New Delhi in particular)—pleading to the international community for help. For example, they might ask the international community to run Kashmir for a period of years in order to prevent a nuclear war that would kill tens of millions, shatter the tradition of nuclear non-use so essential to global stability, and make Pakistan’s nuclear arsenal vulnerable to extremists.

What might a stabilization mission in Kashmir entail? The region has about half of Iraq’s population and area. That suggests initial stabilization forces of about 100,000, with a U.S. contribution of 30,000 to 50,000. The mission would make sense only if India and Pakistan blessed it, so there would be little point in deploying a force large enough to defeat one of those countries. But, robust monitoring of border regions, as well as counter-insurgent and counter-terrorist strike forces, would be necessary. [Brookings]

Now, Kagan and O’Hanlon are entitled to think of far out challenges, even if they are too far out and contain too many leaps of logic. But it is remarkable that they should think that a force of just 100,000 troops is sufficient for stabilisation, even of the ‘initial’ kind. There are far more than that number today just on India’s side of the Line of Control. And what about troop levels after the initial period? They don’t say. Perhaps that’s because doing so will not fit their conclusion—that the US needs at least another 100,000 active duty soldiers and marines. Indeed, that’s the greatest weakness in their analysis: for the kind of global policing role they envisage for the US, they grossly underestimate the numbers of troops required. For all the advances in military technology, the business of holding territory is a numbers game. To acquire the capability to match its intentions, the US needs to put many times more than number in uniform.

The irony is if Kagan and O’Hanlon were to argue for, say, 300,000 more troops, no one will take them seriously. For that is truly unthinkable in America.

Sunday Levity: Lessons on strategy from a kindergartener

Checkers, candy and rules of the game

This Saturday, the father thought, he would complete a few more chapters of the book he was supposed to reading. But before long, the kindergartener was back in the room.

“Let’s play checkers”, she said. “I like checkers”. [For the uninitiated, her likes change roughly every 45 seconds]

“Okay”, said the father, putting away the book.

She took out the board and the coins. Then she noticed a tube of candy on the table.

“Can I have a candy, please?” she asked, sweetly. [For the uninitiated, she does this every 45 seconds, until the tube is empty]

The father worried about what the mother would say if she found out that the father had allowed the kindergartener to have yet another candy. He had to think fast.

Firmly, he said “Do you want to to eat the sweet or play checkers?” He complimented himself for coming up with this masterstroke. She could either eat the candy and leave him in peace, or play checkers and let him show his wife that contrary to popular belief, he was serious about discipline and all that.

“I’ll want to eat the candy first, and then let’s play checkers.” The reply strangely made him feel rather proud.

“Let me teach you how it’s played. You need to place your coins (she wanted the red ones) on these squares like this. I’ll place mine at the other end. Then we move…and if I jump over your coin, I’ve ‘killed’ it, and it goes off the board. The objective of the game is…”

Before he could finish, the kindergartener was neatly taking her coins off the board, and placing it behind her.

“Wh..what are you doing?” he asked. “How can we play the game if you take your coins off the board?”

“If my coins are going to be killed, I don’t want to put them on the board”, she said.

The father thought she had won. And he could read the book now.

“Let’s play Memory”, she said. “I like Memory.”
