Maharashtra, Delhi and Tamil Nadu were the top three destinations for foreign investors, with Karnataka in a close fourth place. The United States was by far the largest investor in India, followed by Mauritius, UK and Japan. Mauritius’ tax-treaty with India makes it a good proxy destination for global investors.

I’m surprised Mauritius is only second to the US in FDI!

Mauritius has a special tax arrangement with India; hence corporates around the world find it favourable to channel their investments into India through a Mauritius joint venture company.
That accounts for why Mauritius is number two. I guess if you look inside the Mauritius figures you will find it recursive with USA, UK, Japan etc in the same order.
